Motion: Disability in Scotland
Conference
Spring 2007
Conference notes that:
- the Disability Discrimination Act and Equality Act has given vital protection to the rights of people with disabilities.
- people with disabilities face fragmented provision of education services, health services, housing provision and other services, along with a lack of statutory duties on local authorities to meet minimum standards and respond to individual choices for adults and children with disabilities.
Conference believes that realising independent living is vital to ensuring fairness
and freedom for disabled members of society.
Conference therefore calls on the Scottish Executive to :
- Establish user-led Centres for Independent Living across Scotland by 2010;
- Ensure that Local Authorities work with the Disability Rights Commission and its successor Commission to develop stronger minimum requirements for delivery of services;
- Encourage local authorities in Scotland to put in place Registers of Accessible Housing, to ensure that best use is made of housing stock that is available to tenants;
- Positively support the DRC and its campaigns in Scotland.
